Letter to Lincolnshire press - how can this happen?

I was dismayed to read your article on Andrejs Gricans, a Latvian man who returned to the UK illegally to live in Boston.

He was kicked out of the country after being given a prison sentence for conspiracy to commit burglary for 60 offences, (yes, 60 offences) but somehow managed to flee his native Latvia and return to the UK.

How? How can he be deported and re-enter the UK? Were police databases not checked early enough?

Of course, the EU wants to establish a single database for criminals - well on this example it doesn't look likely to work!
